You need to be whitelisted as a civilian first. Department applications (PBPD, EMS, DOJ) open once your character is established in the city.
No. Every store package is cosmetic-only: no economy advantage, no department power, no gameplay edge of any kind. Fair for everyone.
No. The application asks scenario questions to gauge character depth and scene etiquette. Read the rules first. They're the real bar, not your hours logged.
